Is the USA backing permanent division in Gaza?

What on earth are “Alternative safe communities”?  This is Orwellian double speak for the future only of the possible future of the 58% of the Gaza Strip that remains in Israeli control.  This is where rebuilding will (or could) take place with only those who Israeli agrees to let in being able to start to create new lives there.  At the moment it seems only those who were in the anti Hamas gangs, creating terror, looting aid and backed by Israel have been allowed inside “the yellow line”. What next? And who will pay for reconstruction and what happens to the remaining 42% currently under Hamas “control” and where the overwhelming majority of people from Gaza are trying to survive, often in flimsy tents – that they have to buy – in the face of the near total destruction of homes and infrastructure and the heavy winter rains and storms.

These “plans” seem to have the backing of the USA even as Israel continues to violate the ceasefire not least by killing nearly 400 people and by allowing less than a quarter of the agreed aid volume to enter the Strip.  Other words for this are “zones of managed dispossession’ from which those who move will be explicitly barred from returning to the off-limits and blockaded “red zone”.  (see intro and article here )
