It is not the first organisation to make this analysis. In some ways it has come late to the fray.
But it is the human rights organisation with the most direct access to power in Washington. It may be blanked for a while, but it cannot be ignored.
The very fact that it has issued the report at all reflects a transformation in the public discourse regarding the Palestinian-Israeli conflict. It is a victory for the global movement for Palestinian rights. It transforms the terrain on which the struggle will be waged from now on.
